1. Acquisition of land for Industrial Park Project,Bhadrak in 1st Phase

The Special Land Acquisition Cell, Industrial Park Project, Bhadrak has been created vide Revenue & Disaster Management Department Order No. RDM LAA BDK-0001-2022-8095/ R&DM dated 02.03.23 for establishment of Industrial Park Project at Dhamara area under Chandbali Tahasil in the district of Bhadrak. Sri Kartik Nath Mandal, O.A.S. (A) (JB) Land Acquisition Officer, Bhadrak is in charge of Spl. Land Acquisition Cell, Industrial Park Project, Bhadrak.
For smooth management of the Project work, a Zone Office has been inaugurated at Dhamara w:e:f: 02.08.23. Sri Sudhansu Mohan Swain, ORS is working as Zone Officer at Dhamara. In the meantime Govt. in Revenue &Disaster Management Department Bhubaneswar has allowed Sri Sudhansu Mohan Swain, ORS, Zone Officer, to perform the functions of LA Collector vide Notification No. RDM-LAA-BDK-0004-2020- 5321/ R&DM, Dated 26.02.24
    The Industrial Development Corporation of Odisha (IDCO), Bhubaneswar has filed requisitions for acquisition of private land measuring Ac: 961.2639 of land for the first time in Mouza- Jagannathprasad, Laxmiprasad, Balabhadraprasad and Kaithakhola for the construction of Industrial Park Project (IPP), Bhadrak. Consequent upon the filing of requisition by the IDCO, Bhubaneswar a joint field enquiry was made and twelve numbers of LA Proceedings were initiated for processing of the land acquisition work. Proposal for issue of Social Impact Assessment was communicated to Government in R&DM Department as well as Industries Department, Odisha Bhubaneswar. Notification U/S-4(1) and  Notification U/S-8 (2) of the RFCTLAR&R Act, 2013 were successively issued by the Government in R&DM Department in respect of the above villages. Subsequently, Notifications U/S- 11(1) of the RFCTLAR&R Act, 2013 for acquisition of land to the tune of Ac: 961.2639, for 1st phase, in respect of Village- Jagannathprasad, Kaithakhola, Laxmiprasad and Balabhadraprasad through 12 numbers of separate Land acquisition proceedings were submitted to the Government. The Government in R&DM Department have been pleased to issue 11(1) Notification in phase manner as details below. All such notifications have also been published in Odisha Gazette and two Odia daily newspapers. Subsequently, determination of Market value as per provision U/S- 26 to 30 of the Act in respect of the land proposed for acquisition has been made obtaining BMV and Sale statistics from Sub-Registrar, Chandbali. The R&R Scheme in respect of IPP prepared through the Committee constituted for the purpose and submitted to the Administrator for approval. The said R&R Scheme involving an amount of Rs: 73,65, 869/- has been sanctioned. The compensation amount towards the land cost to the tune of Rs: 3697417192.00 has also been sanctioned by the MD, IDCO and placed to the Bank Account of the Special Land Acquisition Officer, Bhadrak. The drafts under Sec-19(1)of the Act along with its enclosures such as:-   No objection Certificate, Radial distance Certificate, Justification profile, Proceeding wise Estimate, Fund Certificate,  R&R Summary and copy of service of R&R Scheme in the field have already been submitted to the MD. IDCO, Bhubaneswar for subsequent transmission to Government for issue of Declaration. The details of the 11(1) Notification, amount of land cost sanctioned and submission of draft 19(!) are depicted in the following table.  .

2. Acquisition of land for Industrial Park Project in 2nd Phase


 

The Odisha Industrial Infrastructure Development Corporation (IDCO), Bhubaneswar has filed requisition vide their Letter No. 27549 dated 29.08.2023 for acquisition of sum of area Ac:  2360.5144  in 12 villages such as:- Bajarapur, Balabhadraprasad, Banuasahi, Bijipur, Jagannathprasad, Karanjamal, Kusunapur, Laxmiprasad, Nuagan, Sankhajodi, Saraswati and Shashikadeipur under Chandbali Tahasil in the District of Bhadrak for the 2nd time for IPP, Bhadrak. Consequent upon filing of such requisition a detailed Survey was conducted in the field. Subsequently, draft notifications U/S- 4(1) of the RFCTLAR&R Act, 2013 in respect of all the above 12 villages were submitted to the Government for approval. Government in R&DM Department have been pleased to issue the above notifications as summarised below. The substances of such notification both in Odia and English have been served/published in the concerned villages, Gram Panchayat, Tahasil, Sub-Division and Divisional Headquarters for wide publications and inviting objections. The objections received from some of the public have been heard in persons and disposed of within the stipulated period. Consequent upon the above publications, the Social Impact Assessment in respect of all the villages has also been made and draft reports received as furnished below.
