The district health system has been envisaged as per the norms set up by the state to achieve the objectives of primary health care, which comprises of preventive, curative and promotive health. The Health system based upon the modern medical care has a wide network of health institutions starting from Sub-Centre level to tertiary level of health care institutions. The network of the health system is such that ideally it can provide health care services at the doorsteps of the common people if properly planned and managed.
Zilla Swasthya Samiti (ZSS) under the Co-Chairpersonship of the Collector oversees the management and development of health wing and implementation of the National Health Programmes. There is one District Head Quarter Hospital (DHH), Bhadrak, 7- nos. of Community Health Centres (CHCs), 51-Primary Health Centres, 03 Urban Primary Health Centres , 1- Eye Hospital (R.N. Eye Hospital) , 20- empanelled Private Hospital , 178 Sub-Health Centres and 2-NAC & 1-Municipality in Block  to cater health care need of the people.

DETAILS OF THE PROGRAMMES AND SCHEMES:
1)    NIRAMAYA
The primary objectives of “ NIRAMAYA “ is to provide essential medicines (543) to all patients at Govt. Health facilities for timely and appropriate healthcare with an objective to improve overall health status of the State including :-
•    Improved accessibility to essential medicines and health care.
•    Reduction of financial burden due to care and treatment.
•    Reduction in morbidity and mortality, controlling both communicable and non-communicable diseases.
11- DDCs are set up and e-Niramaya is functional.
2)    Janani Surakhya Karyakrama (JSY): After implementation of this scheme, the Institutional Delivery Rate has increased to 99%  FROM April’24 to March’25 from with a Financial Assistance of Rs.1400/- to Rural & Rs.1000/- to Urban beneficiaries.
3)    Janani Sishu Surakhya Karyakram (JSSK) : Under this scheme the PW will get 06 benefits as i) Free Drugs and Consumables, ii) Free Diagnostics, iii) Free Diet during stay in the Health Institutions, iv) Free Provision of Blood, v) Free transportation, vi) Free Service.
4)    ASHA : ASHA Kalyan Yojana
i.    Conditional Remuneration: All 1491 ASHA in position received p.m. @Rs. 7200/-  
ii.    Death & Disability Compensation: Death Compensation released to the family members of  31 deceased ASHAs @Rs. 3,00,000/- from 2018-19 to till death.
iii.    Exit Policy: 27 ASHAs have received @Rs. 50,000/- from 2018-19 to till date.
iv.    Maternity Benefit: 1- ASHA Applied to get the benefit from  2018-19 
5)    Nidan: Under Nidan services like free diagnostics services for all from existing patholab, providing High-end Pathology Services from April 2018 & Digitization of X-Ray services from May 2018 . 1899048 total lab-test done at public health facilities in 2024-25 and 54466  X-Ray done.
6)    Sahay: Free Dialysis Services to all implemented in Bhadrak on 25th Feb. 2019 and  patients received free dialysis service at DHH level.
7)    District Cancer Consultation and Treatment Center: Provision has been made for establishment of District Cancer Consultation and Treatment Center @Rs. 1,74,600/-. 6 (Six) Beded Chemo Unit established at DHH and total  patient received Chemotherapy. The Unit is operational from 26/01/2018.
8)    Swastya Sahaya: 
i.    Strengthening Specialist Services (OPD) at District Hqr. Hospitals by Expansion of specialist services as per need and Ensuring support provisions for strengthening OPD services including new Specialist OPD wings.
ii.    Functionalization of Help Desk at First Referral Units & MCHs
9)    SAMMPuRNA: 
Transportation assistance to Pregnant Women (PW) of notified difficult village to reach the nearest motorable point @Rs. 1000/-. And for Drop-back Rs.500/- to PW & Sick infant.
10)    Transport assistance to Haemoglobinopathy patients: To meet travel and other ancillary expenses incurred for making visits to Health institutions transportation assistance @Rs. 500/- to Thalassemia Major, Sickle Cell & Haemophilia from 1st March 2018.
11)    Khushi: State Govt. has introduced ‘Khushi’ Sanitary Napkins, which are provided free of cost to women during post-delivery and post MTP at all public health faclilities @06 packet per woman. In addition, introduced social marketing of ‘Khushi’ sanitary napkins in the rural community, through ASHAs, at the subsidized rate of Rs. 6/ per packet. Also provisioning for supply of free sanitary napkins to all school going girls, from class 6-12, in all govt. school.
12)    Mahaprayan: Govt has introdued Dead Body  Carrier (DBC) for transportation of dead bodies under Mahaprayan from the place of death at facility to the place of residence or the place of cremation.
13)    Mukhya Mantri Chakhyu Jatna Karyakrama (Sunetra): Free Eye Checkup in Govt. health facility, Free Spectacles for school children and persons with refractive error, Free Cataract Surgery and management of other eye diseases and management of complicated eye disease in MCHs & other hospitals
14)    Ama Clinic: To reduce out of pocket expenditure of the urban population and slum dwellers, Govt. of Odisha has launched ‘Ama Clinic’ to provide weekly specialist services in UPHCs. The specialist services include O&G, Paediatric, Medicine & Geriatric/Adolscent Services/ Psychaitric Services/ Opthamology Services / Physiotherapy Services.
15)    Non-communicable Disease Control Programme: Programmes like National Mental Health Programme (NMHP), National Oral Health Programme (NOHP), National Programme for Health Care of Elderly (NPHCE), National Tobacco Control Programme (NTCP), National Programme for Control of Blindness (NPCB) & National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS): One Geriatric Ward & One Day Care Chemotherapy Centre established in the DHH. 
For early detection of common NCDs Population based screening programme for risk factors, Diabetes, Hypertension, Cancer & Oral Cavity, and Breast & Cervix among the population above 30yrs. was carried out during March 2019 and is being carried out at institution level on fixed day (Thursday) of every week.

16)    National Programme for Eradication of Leprosy (NLEP): The Central Leprosy Division has devised a National Strategic Plan (2023-27) with a goal to eliminate leprosy by 2027;

The Vision is Zero Leprosy (Zero infection and disease, Zero disability, Zero stigma and discrimination).

The Goal is Elimination of Leprosy (Interruption of Transmission )

17)    Revised National Tuberculosis Control Programme (RNTCP),
o    The National Tuberculosis Control Programme , a Central sponsored scheme of Government of India (Central TB Division) aims at eliminating Tuberculosis by 2025 .The main objective of the programme is to reduce the new TB case detection (80%) , the death rate (90%)  , to provide Nutritional support ( Rs1000/month under DBT & additional nutritional support through Nikshay Mitras )to all the notified TB cases.
•    Bhadrak achieved the TB notification target of 91% against the assigned target , 93% of treatment success rate, provided nutritional support to 90% of notified TB cases and 575 food baskets have been distributed to the patients through Nikshay Mitras. In the 100 Days campaign, the District has achieved a remarkable performance in the state.
18)    National Vector Borne Disease Control Programme (NVBDCP),
Malaria:
1.    In the year of 2024 total Malaria Positive is 68. PV-42 & PF- 26 and imported- 64 & Indigenous- 04
2.    Investigation has been done all the positive cases by our VBDTS & HW (M/F).
Dengue:
1.    In the year of 2024 total Dengue positive is 303. Indigenous – 155 and Imported- 148.
2.    Source identification and source reduction has been done in the hotspot area. 
19)    Pradhan Mantri Surakhita Matrutwa Abhiyan (PMSMA), The Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) is a government program in India that provides free, comprehensive, and quality antenatal care to all pregnant women on the 9th of every month at designated government health facilities. 
20)    Family Planning Services : The National Family Planning Programme in India, initially launched in 1952, aims to provide individuals and couples with the necessary information and services to make informed decisions about family size and spacing. Male/Female Sterilization, Condom, Oral pills ,Centro chrome , Emergency Contraceptive ,Antara ,PPIUCD,PAIUCD,IUCD family planning services are available.
21)    Universal Immunization Programme (UPI) The Universal Immunization Programme (UIP) in India is a public health initiative that provides free vaccinations to pregnant women and children against 12 vaccine-preventable diseases, according to the Ministry of Health and Family Welfare. 
22)    Rashtriya Kaishore Swasthya Karyakrama (RKSK) 
23)    Rashtriya Bal Swasthya Karyakrama (RBSK)  Rashtriya Bal Swasthya Karyakram (RBSK) is an ambitious initiative of Govt of India which envisages Child Health Screening from birth to 18 years of age  for 4 Ds- Defects at birth, Diseases, Deficiencies and Development delays for early detection, free treatment and management at secondary and tertiary level. During the year 2024-25, 61 Nos of Children with Congenital Cardiac Ailment are operated successfully at Narayan Hrudalaya Limited,  30 Nos of Cleft Lip & Palate Cases have undergone corrective surgery , 47 Nos of Children with Vision Impairment are treated at LVPEI, Bhubaneswar and 09 Nos of Club Foot cases are corrected under RBSK, Bhadrak
24)    National Ambulance Services: The Emergency Medical Ambulance Service (EMAS) of Odisha, a joint initiative of MoHFW, GOI & Govt. Of Odisha (under the banner of “National Ambulance Service” has been initiated since 5th March, 2013.
25)    Health & Wellness Centre (H&WC): To provide comprehensive primary health care, which ensures highest possible level of health and well- being for all at all ages, through a set of preventive, promotive, curative and rehabilitative services. By acting as the first contact to community for comprehensive services, HWCs are positioned to provide quality health care services without anyone having to face financial hardship by improving access and lowering the cost of healthcare delivery.
26)    Pradhan Mantri Jana Arogya Yojana (PM-JAY): It aims to provide universal health coverage, with special emphasis on the health protection of economically vulnerable families. It has two components:
i.    Free health services for all at all Public Health Facilities starting from Sub Centre level up to Head Quarter Hospital level
ii.    Additional facility of the healthcare beyond District head-quater hospital level, for over 70 lakh economically vulnerable families in the State, who are provided Annual Health Coverage of Rs. 5 lakh per family and additional Rs.5 lakh for the women members of the family.
iii.    Pradhan Mantri Vaya Vandana Yojana(VVY) is a pension scheme for senior citizens to provide them Rs.5-lakh coverage for Annual Health check-up.
