SCHOLARSHIP
Odisha State Scholarship Portal envisioned to bridge the gap between the scholarship providers and scholarship seekers thus, encouraging more students to be in the system. The portal validates the applications of the students online based on Aadhar Authentication. This is a one stop database for scholarships and provides a transparent dashboard for institution and department to check the status of the application. Through this portal the scholarship amount can directly be disbursed to the bank accounts of the eligible students. To apply the scholarship, eligible students need to register at https://scholarship.odisha.gov.in

PRADHAN MANTRI - ANUSUCHIT JAATI ABHYUDAY YOJANA (PM-AJAY)
- Scheduled Castes (SCs), who constitute 16.6% of our population as per 2011 Census, have historically suffered social and educational disabilities and economic deprivation arising therefrom. Accordingly, special provisions have been enshrined in the Constitution for advancement of their interests.
- Government of India in 2009-10 started implementation of new Centrally Sponsored Scheme of Pradhan Mantri Adarsh Gram Yojana (PMAGY) to enable an area based developmental approach for integrated development of SC dominated villages i.e., villages having SC population more than 50%. The Scheme was further expanded in 2014-15 and since 2018-19, it is being implemented as a continuous scheme.

PRADHAN MANTRI ADARSH GRAM YOJANA (PMAGY)
Vision of & Selection criteria an Adarsh Gram:-
An Adarsh Gram is one wherein people have access to various basic services so that the minimum needs of all the sections of the society are fully met and disparities are reduced to a minimum. These villages would have all such infrastructure facilities and its residents will have access to all such basic services that are necessary for a dignified living, creating thereby an environment in which everyone is enabled to utilize his/her potential to the fullest.
- Villages having >40% SC population and a total population ≥ 500, as per the latest available Census data will be eligible for selection in descending order of their SC population.
- Once these villages are covered, such villages having less than or equal to 40% SC population, but overall a high number of persons belonging to SCs, shall also be taken up. The Ministry shall fix the selection criteria for such villages at the appropriate time.
Out of 87 nos. of selected PMAGY villages covering 7 nos. of Blocks for the F.Y. 2016-17 to 2022-23. 86 nos. of villages VDP completed and Rs. 2338.80 lakhs has sanctioned in favour these villages. Out of which 47 nos. of villages declared as Adarsh Gram and Rs. 1228.98 lakhs UC submitted.
BANKABLE IGS:-
Comprehensive livelihood projects for Socio-economic betterment of the SCs: There will be no fixed income limits of the beneficiaries. However, it shall be ensured that while selecting beneficiaries, priority is accorded to the families/persons having annual income not more than Rs. 2.50 lakh per annum. SHGs having SC majority members will also be eligible.
Self-help group (SHG) belonging to SC families are given subsidy through banks for economic development. 30 nos. of beneficiaries have been given subsidy amounting to Rs. 15.00 lakhs under Income Generating Schemes through Bank to BPL families for the F.Y.-2024-25.
Skill Development Programmes:
At least 10% of the SCA released in a year has to be utilized for skill development programmes undertaken in accordance with Guidelines for Skill Development. The quantum of skill development training need to be carried out should be based on a real need assessment of such skilling and only when the entire framework for such skilling in terms of the requirements of implementation agency, selection of beneficiaries, monitoring and financial outlays required to achieve the outputs and outcomes indicated are worked out.
OSFDC Ltd. allotted target under “PRAYAS” Skill Development Training Programme 150 SC candidates (5 nos. of batches) for Bhadrak, Jajpur & Balasore District are continuing the training programme under Multi Skill Technician (Electrical trade) in Prafulla Chandra Institute of Technology, Jagannathpur, Bhadrak.
MONETARY RELIEF TO SC/ST VICTIMS OF ATROCITY(SAACAR)
The State of Odisha occupies an important place in the country having a high concentration of Scheduled Tribe and Scheduled Caste population. As per the latest 2011 census, it is ranked third (numerically) in terms of ST population whereas its position is eleventh (numerically) in terms of SC population in the country. Scheduled Tribes and Scheduled Castes together constitute nearly 40% of the State’s Total Population (S.Ts 22.85% and S.Cs 17.13%).
The scheme “Monetary Relief to the Victim of Atrocities” is implemented by the Directorate of Welfare of Scheduled Caste & Backward Classes, Government of Odisha. Under this scheme, financial assistance to the members of Scheduled Caste who becomes victims of atrocity by Non-Scheduled Caste persons for various acts like damage and loss of properties, grievous hurt, temporary/permanent incapacitation, Murder, death, rape, gang rape, kidnapping, outrage of modesty etc. and FIR is registered under the provisions of SC/ST(PoA) Act,1989. The financial assistance is given as per the norms prescribed in Annexure-I annexed with the SC/ST(PoA) Rules, 1995
After FIR , char sheet and finalization of the case victim will get First, Second and third phase manner
Compensation to Atrocity Victims:-
- Monetary Relief is being given to the SC & ST victims of atrocities as per the norms and scale prescribed in the scheduled annexed to Rule-12 (4) of the SCs and STs (POA) Rules,1995
- 25%, 50%, 75% at the first phase as per Rule and full amount of compensation wherever applicable at the first phase.
- The rest amount to be paid to the victims after conviction of the accused persons by the trial court.
- As per the (Amendment) Rules, 2011, 150 % increase in compensation/ monetary relief has been effected for the victims of atrocities with effect from 23.12.2011.
There are 186 nos. of proposals have been recommended to Govt. in connection with SC & ST (PoA) Act. for the year 2024-25 for appropriate action.
INCENTIVE AWARD FOR INTER-CASTE MARRIAGE(SUMANGAL)
For social integration and removal of untouchability, there is provision for awarding cash incentive to inter-caste married couples if marriage solemnized between caste Hindus and Schedule Castes belonging to Hindu communities, Inter-caste marriages can be one of the significant steps to reduce the caste-prejudices, abolish ‘untouchability’ and spread the value of liberty, equality, fraternity in the society.
Who can apply:-
- Inter-caste marriages solemnized between the caste Hindus and the Scheduled Castes belonging to the Hindu community. The marriage should be valid as per the law and duly registered under the Hindu Marriage Act, 1955.
- Both the spouses should be citizens of India permanent residents of Odisha and should be professing the Hindu religion.
- One of the spouses should belonging to the scheduled castes as defined under Article 341 of the Constitution of India.
- Incentive would be given for purchase of lands/essential articles for house-hold or for starting a business.
- The grant shall be given only once i.e. persons marrying for the first time only will be entitled to the grant except in the case, where the bride is a widow or the bride-groom a widower and this should be clearly mentioned in the marriage registration certificate.
- Award of grant and the above facilities shall be admissible in case of marriage solemnized only after date of issue of Resolution issued by Govt. from time to time.
- No incentive is available on second or subsequent marriage.

There are 106 nos. of Inter-Caste married couple have been benefited for the year 2024-25.
SSD EDUCATIONAL INSTITUTION
1635 nos. of students are reading in 9 nos. of SSD Educational Institutions (HS-1, AS-2 & SS-6) managed by ST & SC Dev. Deptt. 7 nos. of Girls Hostels and 3 nos. of Boys Hostels are functioning under SSD Deptt. Out of 1635 nos. of students 343 nos. of boys and 586 nos. of girls boarders are staying in the hostels.
